How to create a new user account for someone else

Log into the website and go to Commands > Manage users.
Click the [+] Create new user button at the top left.
Fill in the fields and give them an appropriate user role.
Then, make sure to check the Notify user of new account check box so they receive an email on how to log in.
Create new account!
