Ability to customize sitewide contact form email settings and not have submissions send twice

Right now, the sitewide contact form will send to the site's default webform email settings. If we create a custom email, it will send to both the site default AND the custom one we created. 

We would like the ability to override the first one and just have it send to the custom email settings (if there are any created). 

This forum topic was inspired by a few clients, but ultimately added from a ticket submitted by ACERA. (#1000)

If this only happens with the sitewide contact form and not any other form, maybe I just need to create another form that looks identical and hide (or delete) the sitewide form.
